Citi turns 6.5 billion annual card transactions across 700 spending categories into ad inventory sold to brands, buying Kard to complete the targeting-and-measurement stack in-house.

Citi is doing the enrichment itself: the platform is built on its own 6.5B annual transactions across 70M+ customers and 700+ spending categories. Citi has agreed to acquire Kard, a commerce media and rewards platform; the deal is pending, and Citi says it will enhance the platform.
The buyer is the brand, and its decision is where to spend a campaign budget and whether the campaign drove sales. Citi's pitch is that first-party card transactions from more than 70 million customers across 700+ spending categories let it find "high-intent audiences" and measure results in a closed loop (it cites up to 5x incremental return on ad spend for one online retailer). The release does not say how granular the targeting is, or whether it reaches individual cardholders.
Advertisers get placements and measurable results against Citi audiences; the underlying transaction records and 70M-customer identities do not cross — this reads like retail media on card data rather than a sale of the file itself.
Not determinable from the launch materials: pricing, category-level rate cards and Kard integration terms are not public.
Why it matters
This looks like a textbook retail-media build, done on card-issuer substrate rather than retailer substrate: advertisers cannot buy the transaction data at any price, they buy reach into Citi's owned surfaces measured against it. Very similar to what I have done at Reward with RBS in UK. The Kard acquisition is the interesting move — Citi is choosing to own the enrichment layer rather than rent it, which is what keeps this in the owner-enriched column and the rake off loan.
